Authorizes the State Bond Commission to issue up to $1,000,000 in general obligation bonds for construction, repair, renovation, and improvements to buildings, facilities, and infrastructure at Buccaneer State Park in Hancock County.

Authorizes the State Bond Commission to issue up to $2,000,000 in general obligation bonds to assist in paying costs associated with dredging at Port Bienville in Hancock County.

Creates two separate special funds within the State Treasury: the "2019 Buccaneer State Park Improvements Fund" and the "2019 Port Bienville Dredging Fund" to receive and disburse bond proceeds.

Bonds are general obligations of Mississippi backed by the full faith and credit of the state, with maturity not exceeding 25 years and interest rates subject to statutory limits.

No bonds may be issued under either authorization after July 1, 2023; bond proceeds may only be used for the specified projects and related issuance costs.
