Appropriates $16,114,043.00 from special funds for administrative expenses of the Public Employees' Retirement System Board of Trustees and maintenance/operation of the Retirement System Building for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 171 permanent full-time positions for the agency with a freeze on "Personal Services" expenditures for fiscal year 2021 unless new programs are added by the Legislature.

Provides up to 3% pay increase to the Variable Compensation Plan realignment component for all full-time employees, excluding agency heads and board members.

Appropriates an additional $3,900,000.00 for replacement of the computer system and establishes a Building Repair and Maintenance Fund to receive rental income from the agency's building at 301 North President Street, Jackson.

Allocates no more than $300,000.00 from Section 1 funds for building maintenance and repair, and gives procurement preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
