Appropriates $49,294,451.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2020 (July 1, 2019 - June 30, 2020) to cover operating expenses and new home loans.

Authorizes 18 permanent full-time positions for the Veterans' Home Purchase Board with restrictions on salary escalations and personnel actions that would exceed appropriated Personal Services levels.

Authorizes the Veterans' Home Purchase Board to escalate, budget, and expend up to $10,000,000 from any source for making new home loans in accordance with Department of Finance and Administration rules.

Grants the Veterans' Home Purchase Board authority to charge the State Veterans' Affairs Board for rent and utilities if they occupy shared building space owned by the board.

Effective July 1, 2019.
