Appropriates $759,324.00 in special funds to the State Board of Cosmetology for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 13 permanent full-time positions for the board with restrictions preventing "Personal Services" appropriations from increasing in FY2021 without legislative approval of new programs or positions.

Requires the board to adopt policies by October 1, 2019 prohibiting new wigology licenses and allowing persons holding wig specialist or wig salon licenses issued before July 1, 2014 to continue practicing under pre-2014 requirements.

Establishes performance targets for FY2020 including processing 75 school permits, inspecting 100% of establishments, resolving 100% of complaints within six months, and processing completed applications within ten business days.

Limits board meetings to no more than 62 days per year and requires compliance with spending restrictions, accounting standards comparable to FY2019, and preference to Mississippi Industries for the Blind in competitive bidding.
