Authorizes 1 permanent full-time position for the commission with the appropriated funds.

Requires the commission to maintain accounting and personnel records in the same format and detail as fiscal year 2019, with comparable budget requests for fiscal year 2021.

Restricts growth in personal services funding for fiscal year 2021 to the level of fiscal year 2020 unless new programs or positions are added by the legislature.

Establishes preferences for purchasing from Mississippi Industries for the Blind when bids are equal in price, quality, and service.
