Appropriates $144,020.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 1 permanent full-time position for the board.

Requires the State Board of Optometry to maintain complete accounting and personnel records in the same format and detail as fiscal year 2019.

Directs the agency to give preference to Mississippi Industries for the Blind when receiving equal bids or making non-competitive purchases.

Effective July 1, 2019.
