Appropriates $215,555.00 from special funds in the State Treasury to the Mississippi State Board of Nursing Home Administrators for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 2 permanent full-time positions for the board to carry out its functions.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2019 and submit budget requests in comparable format for future fiscal years.

Directs the board to deposit all generated revenue into a special fund with interest remaining in the fund rather than reverting to the State General Fund.

Establishes that the appropriated funds must comply with state spending limits and that Mississippi Industries for the Blind shall receive preference in purchasing decisions when bids are equal on price, quality, and service.
