Appropriates $307,656.00 from the State Treasury to the Mississippi State Board of Physical Therapy for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 3 permanent full-time positions for the agency.

Requires the agency to ensure Fiscal Year 2021 "Personal Services" funds do not exceed Fiscal Year 2020 appropriated amounts unless new programs or positions are added by the Legislature.

Mandates the agency give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service.

Takes effect July 1, 2019 and requires the agency to maintain accounting and personnel records in the same format and detail as Fiscal Year 2019.
