Appropriates $5,007,198.00 from special funds to the Mississippi Board of Nursing for fiscal year 2020 (July 1, 2019 through June 30, 2020).

Authorizes 40 permanent full-time positions for the board with restrictions preventing salary increases beyond fiscal year 2020 levels unless new programs or positions are added by the legislature.

Allocates $1,560,000.00 to the Office of Nursing Workforce to administer the Nursing Workforce Program as an educational curriculum.

Allows up to $105,000.00 to be allocated to the Mississippi Board of Pharmacy for the Mississippi Prescription Monitoring Program.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2019 and submit fiscal year 2021 budget requests in comparable detail.
