Appropriates $282,959.00 in special funds to the State Board of Barber Examiners for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 3 permanent full-time positions and 4 part-time positions for the board.

Requires the board to maintain Fiscal Year 2021 "Personal Services" funding at or below Fiscal Year 2020 levels unless new programs or positions are added by the legislature.

Establishes performance targets including 380 examinations given, 1-day processing for in-state licenses, 3-day processing for out-of-state licenses, and 0 licenses renewed online.

Mandates preferential purchasing from Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires the board to maintain accounting records in the same format as Fiscal Year 2019.
