Appropriates $507,254.00 to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 5 permanent full-time positions for the board.

Restricts fiscal year 2021 personal services funding to not exceed fiscal year 2020 levels unless the legislature adds new programs or positions.

Requires the State Personnel Board to prevent any personnel actions that would increase the projected annual cost of personal services beyond fiscal year 2020 appropriation levels.

Establishes that funds must comply with spending restrictions, prohibits use of general funds to replace withdrawn federal or special funds, and gives preference to Mississippi Industries for the Blind in purchasing decisions.
