Appropriates $1,683,742.00 from the State General Fund for the Office of Capital Post-Conviction Counsel for fiscal year 2020 (July 1, 2019 – June 30, 2020).

Authorizes 9 permanent full-time positions for the office.

Requires the office to maintain accounting and personnel records in the same format and detail as fiscal year 2019, and submit fiscal year 2021 budget requests in comparable format and detail.

Directs preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Reappropriates $130,000.00 in General Funds to reauthorize expenditures as previously authorized under HB 1586 (2018 Regular Session).
