Appropriates $2,281,840,213.00 in state general funds and $1,182,134,425.00 in special funds to the State Board of Education for K-12 education, vocational-technical education, the Mississippi Adequate Education Program, and schools for the blind and deaf for fiscal year 2020.

Authorizes 392 permanent full-time and 158 time-limited full-time positions for the State Department of Education (excluding vocational-technical division) and provides up to 3% pay increases for full-time employees through the Variable Compensation Plan.

Allocates not less than $23,080,000 for National Board Certification, $15,058,000 for the Educable Child Program, $3,000,000 for the Education Scholarship Account, and $58,442,743 for $1,500 annual salary increases for certified teachers and school staff.

Establishes base student cost of $5,608.49 for the Mississippi Adequate Education Program and sets performance targets for special education, literacy, graduation rates, teacher retention, and school accountability ratings to be reported in fiscal year 2021 budget requests.

Appropriates $10,232,710 to be transferred to various educational entities including Teach for America ($1,800,000), Jobs for Mississippi Graduates ($800,000), and other school support organizations and programs.
