Appropriates $9,438,152.00 from the State General Fund and $3,462,685.00 from special funds to the Mississippi Library Commission for fiscal year July 1, 2019 through June 30, 2020.

Authorizes 48 permanent full-time positions for the commission and provides up to 3% pay increases to the realignment component of the Variable Compensation Plan for all full-time employees.

Allocates $3,555,779.00 for health insurance costs for all full-time library staff members in Mississippi public libraries and requires no less than $1,000,000.00 to be expended for the Magnolia Database.

Establishes performance targets including 1,350 help desk tickets resolved, 30 continuing education workshops, 120,000 children in the Summer Library program, and 50,000,000 searches on MAGNOLIA.

Requires $493,847.00 to be derived from the Education Enhancement Fund and allocates $476,654.00 from the Capital Expense Fund for agency expenses.
