Appropriates $4,135,578.00 from the State General Fund and $8,734,701.00 from special funds to the Mississippi Authority for Educational Television for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 110 permanent full-time positions and 11 time-limited full-time positions for the Authority.

Provides up to 3% pay increases to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board members.

Requires the Authority to maintain full broadcast schedules of educational, instructional, and public service programs with new program production as secondary priority.

Allocates $2,118,966.00 from the Education Enhancement Fund and $500,000.00 from the Capital Expense Fund for specific purposes including repair and maintenance of towers.
