Appropriates $32,783,179.00 from the State General Fund and $347,526,435.00 from special funds to the Mississippi State Department of Health for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Allocates $28,000,000.00 to the Trauma Care System, including $7,023,197.00 from court assessments for trauma care and $1,805,859.00 for Emergency Medical Services.

Allocates $20,000,000.00 from the Tobacco Control Program Fund to various health initiatives including cancer research ($4,250,000.00), school nurse programs ($3,060,000.00), and qualified health center grants ($3,400,000.00).

Authorizes 1,072 permanent full-time positions and 932 time-limited full-time positions, with up to 3% pay increases for full-time employees through the Variable Compensation Plan.

Establishes performance targets for maternal and child health, disease prevention, trauma care, water quality, and tobacco control, with agencies required to report progress in their fiscal year 2021 budget requests.
