Appropriates $868,013,306 from the State General Fund to the Governor's Office-Division of Medicaid for medical assistance and administration for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates additional funding from the Medical Care Fund ($390,386,040), special source funds ($5,069,062,534), and the Health Care Expendable Fund ($63,230,003), with allocations specified for CHIP Program ($9,000,000) and Medical Program Matching Funds ($54,230,003).

Authorizes 997 permanent full-time positions and 2 part-time positions, plus 33 time-limited full-time positions, with up to 3% pay increases to the Variable Compensation Plan for full-time employees.

Establishes performance targets for fiscal year 2020 including 694,786 Medicaid recipients enrolled, 47,051 CHIP enrollees, and specific metrics for claims processing, provider participation, and home and community-based waiver services across multiple programs.

Requires monthly statistical and financial reports to the Legislative Budget Office and PEER Committee; authorizes development of cost-based reimbursement methodologies for rural hospitals with 50 or fewer beds; allocates $4,161,095 to Delta Health Alliance for Mississippi Delta Medicaid Population Health Demonstration Project.
