Appropriates $25,568,222.00 from the State General Fund to the Department of Rehabilitation Services for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates $211,309,657.00 from special funds collected by the department, including $3,681,802.00 from the Health Care Expendable Fund for federal matching, Independent Living Program, and deaf and hard of hearing services.

Authorizes 950 permanent full-time positions, 8 permanent part-time positions, 205 time-limited full-time positions, and 1 time-limited part-time position.

Provides up to 3% pay increase to full-time employees through the Variable Compensation Plan realignment component (excluding agency heads and board members).

Establishes performance targets for fiscal year 2020 across multiple programs including Disability Determination Services, Vocational Rehabilitation, Special Disability Programs, and services for the blind and visually impaired.
