Appropriates $625,766.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations during fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates $5,776,367.00 from special funds collected by or available to the commission for fiscal year 2020 expenses.

Authorizes 11 permanent full-time positions and 4 time-limited full-time positions for the commission.

Allocates up to $65,000.00 for a Beaver Control Cost Share program to be administered on a matching fund basis with county governments.

Requires the commission to retain all funds from equipment sales for equipment purchases and allows use of bond sale proceeds in accordance with Mississippi Code Section 69-27-331 et seq.
