Appropriates $41,765.00 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Requires the agency to maintain complete accounting and personnel records in the same format and detail as fiscal year 2019, with future budget requests submitted in comparable format to the fiscal year 2020 process.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are received with equal price, quality, and service, and when purchases are made without competitive bidding.

Mandates expenditures comply with Section 27-104-25 of the Mississippi Code, prohibiting agencies from incurring obligations exceeding their appropriation, with responsible officers held personally liable for violations.

Takes effect July 1, 2019.
