Appropriates $10,805,448.00 from the State General Fund and $260,625,097.00 from special funds to the Department of Environmental Quality for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 274 permanent full-time positions and 236 time-limited full-time positions for the department.

Provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board/commission members.

Establishes performance targets across multiple areas including air quality, waste management, water quality, mining, and administrative efficiency for fiscal year 2020.

Includes provisions for specific fund transfers including $250,000 from the Pollution Emergency Fund for legal division activities and $100,000 for a household hazardous waste collection grants program.
