Appropriates $277,772.00 from the State General Fund and $109,035.00 from the Grand Gulf Military Monument Commission special fund for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 7 full-time permanent positions and 1 part-time permanent position for the Grand Gulf Military Monument Commission.

Provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board/commission members.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2019 and submit fiscal year 2021 budget requests in comparable format and detail.

Prohibits use of state motor vehicles for purposes other than official state business and establishes procurement preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service.
