Approves expenditure of $6,572,856.00 from special funds received by the Pat Harrison Waterway District for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 48 permanent full-time positions and 20 permanent part-time positions for the district.

Requires the State Personnel Board to ensure Fiscal Year 2021 personal services funding does not exceed Fiscal Year 2020 levels unless new programs or positions are added by the Legislature.

Mandates the Pat Harrison Waterway District maintain accounting and personnel records in the same format and detail as Fiscal Year 2019, and submit budget requests in comparable format.

Allows any county not currently a member of the Pat Harrison Waterway District to elect membership through board of supervisors action, effective July 1, 2018.
