Authorizes expenditure of $8,803,986.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2020 (July 1, 2019 - June 30, 2020) to cover bond maturities, interest, maintenance, and project development costs.

Authorizes 17 permanent full-time positions for the water management district.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2019, with budget requests for fiscal year 2021 submitted in comparable format and detail.

Requires excess operating funds to be deposited in banks selected by the district's board of directors and invested to earn interest equal to or greater than state treasury fund rates.

Takes effect July 1, 2019.
