Appropriates $18,260,769.00 in special funds to the Pearl River Valley Water Supply District for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 120 permanent full-time positions and 1 time-limited full-time position for the district.

Allocates $200,000 for salary increases to fund overtime, callback, or standby pay.

Requires the district to provide priority scheduling and waive fees for the ESPN Bass Masters Classic and FLW Major Open if won by local governmental or nonprofit entities, and exempts the Catch A Dream Foundation Bass Classic from the lottery system with fees waived.

Mandates the district maintain accounting and personnel records in the same format as fiscal year 2019 and prohibit use of general funds to replace withdrawn federal or special funds for authorized salaries.
