Appropriates $66,237,308.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2020 (July 1, 2019 through June 30, 2020).

Authorizes 39 permanent full-time positions for the Port Authority.

Allocates $135,000.00 specifically for overtime, callback, and standby pay for employees.

Requires the Port Authority to maintain detailed accounting and personnel records in the same format as fiscal year 2019 and submit comparable budget requests for fiscal year 2021.

Establishes preference for the Mississippi Industries for the Blind in competitive bidding when all bids are equal in price, quality, and service, and in non-competitive purchases.
