Authorizes issuance of state general obligation bonds not exceeding $4,000,000 to fund improvements at Hawkins Field Airport in Jackson, Mississippi.

Bonds may be used for planning, design, and construction costs related to preservation and renovation of the historic terminal building, relocation of the airport entrance, and other facility upgrades.

Creates a special fund within the State Treasury designated the "2019 Jackson Municipal Airport Authority Hawkins Field Airport Improvements Fund" to receive bond proceeds and disburse funds under direction of the Department of Finance and Administration.

Bonds shall mature within 25 years from date of issue, bear interest not to exceed limits in Mississippi Code Section 75-17-101, and may be issued at any time before July 1, 2023.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state; bond income is exempt from state taxation.
