Authorizes the City of Union, Mississippi to expand its water distribution system up to 10 miles outside the city's corporate limits.

Limits rates charged to customers outside corporate limits to no more than twice the rate charged for the same service within the city.

Does not exempt the city from Public Service Commission jurisdiction or the requirement to obtain a Certificate of Public Convenience and Necessity under Mississippi Code Section 77-3-1 et seq.

Takes effect upon passage.
