Requires scrap metal dealers and purchasers to verify clear motor vehicle title before purchasing a vehicle, either by obtaining a copy of the title or contacting the Department of Revenue to confirm no lien exists.

Mandates that purchasers obtain proof of clear motor vehicle title; if unable to do so, the motor vehicle must be returned to the seller within ten (10) working days or law enforcement must be contacted.

Makes purchasers liable to lien holders for the full amount of any lien on a motor vehicle if title verification procedures required by this act are not followed.

Establishes that failure to maintain required motor vehicle title information creates liability for the purchaser to satisfy any outstanding lien on the vehicle.
