Webb was sentenced on April 7, 1993, for attempted burglary of a dwelling to serve 7 years, but this sentence was vacated on January 26, 1998, with credit for time served and discharge on January 28, 1998

Legislature finds that Webb has conducted himself as a law-abiding and honorable citizen in a good and lawful manner since his discharge

Takes effect upon passage
