Authorizes the City of Gautier to impose a 1% special assessment on retail sales generated by tenants, owners, or occupiers at the Singing River Mall site (approximately 88 acres).

Assessment revenue must be used for acquisition, construction, reconstruction, expansion, improvement, maintenance, and repair of properties and infrastructure at the site, or for debt service on related bonds.

City may enter into contracts with site owners to provide a portion of assessment revenue for site improvements, with owners required to provide detailed accounting of expenditures.

Assessment payments are due by the 15th day of the month following the month in which sales occurred, based on retail sales reported to the Mississippi Department of Revenue.

Assessment revenue must be placed in a separate special fund with independent annual audits; special assessment must be approved by city governing authorities by resolution or order; act expires July 1, 2023.
