Caps salaries for the State Superintendent of Public Education, Commissioner of Higher Education, and Executive Director of the Mississippi Community College Board at no more than 150% of the Governor's salary, whether paid directly or indirectly.

Removes these three education officials from the existing exemption in Section 25-3-39 that allowed academic officials and higher education employees to exceed the 150% salary cap.

Prohibits salary supplementation from any source (federal, private, or otherwise) for these three positions, requiring salaries to be paid entirely by the state.

Makes conforming amendments to Sections 37-3-9, 37-101-7, and 37-4-3 to implement the salary cap for the three specified education positions.

Becomes effective July 1, 2019.
