Authorizes the governing authorities of the Town of Seminary, Mississippi to allow golf cart operation on public roads and streets in residential neighborhoods and other designated areas within town limits through ordinance.

Requires any person operating a golf cart to possess a valid driver's license or temporary driver's permit.

Defines a golf cart as a motor vehicle manufactured for golf courses, incapable of exceeding 25 miles per hour, and equipped with parking brake, head lamps, tail lamps, seat belts, and front and rear turn signals.

Prohibits golf carts from operating on state-maintained highways except for crossing them using the shortest distance, and requires operators to use the outside lane on multilane streets and roads.

Permits the governing authorities to attach conditions to the authorization and revoke it in whole or in part at any time.
