Authorizes the governing authorities of the City of Diamondhead to designate by ordinance which public roads and streets within the city's corporate limits allow operation of low-speed vehicles and golf carts.

Defines "golf cart" as a motor vehicle with a top speed not exceeding 20 miles per hour equipped with required safety equipment, and "low-speed vehicle" as a four-wheeled vehicle with a top speed greater than 20 but less than 25 miles per hour with required safety equipment.

Requires operators of low-speed vehicles and golf carts to possess a valid driver's license or temporary permit and proof of financial responsibility as defined in Mississippi Code Section 63-15-1 et seq.

Prohibits operation of low-speed vehicles and golf carts on Interstate Highway 10.

Requires registration of low-speed vehicles and golf carts with the city before operation on public roads, with registration remaining valid for as long as the owner possesses the vehicle; registration fees are retained by the tax collector and deposited into the county or municipal general fund.
