Authorizes the governing authorities of Moss Point, Mississippi to permit golf carts and low-speed vehicles on designated public roads and streets within city limits through ordinance.

Defines golf carts as motor vehicles not exceeding 25 mph equipped with parking brake, head lamps, tail lamps, seat belts, and turn signals, and low-speed vehicles as four-wheeled electric or gasoline powered vehicles with speeds between 20-25 mph meeting federal safety equipment requirements.

Requires operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility as required under Mississippi Code Section 63-15-1 et seq.

Prohibits operation on interstate highways, Highway 63, or Highway 613 except for crossing these roads using the shortest route; requires operation in outside lanes of multi-lane streets when applicable.

Allows governing authorities to establish registration requirements for golf carts and low-speed vehicles with costs to be determined by ordinance.
