Authorizes the City of Columbus, Mississippi governing authorities to issue revenue bonds to fund development, construction, ownership, improvement, maintenance and operation of broadband infrastructure and telecommunications services.

Allows the city to construct and operate broadband infrastructure directly or contract with private entities to provide broadband services and use city-owned infrastructure.

Permits the city to enter agreements with property owners to use poles, street lights, posts, towers and other structures along public rights-of-way for broadband infrastructure placement.

Authorizes issuance of revenue bonds with principal amounts determined by debt service capability, with bonds maturing within 30 years and exempt from state income taxation.

Allows refunding of outstanding bonds and establishes bonds as legal investments for state-chartered commercial banks, savings and loan associations, and insurance companies.
