Authorizes the State Bond Commission to issue up to $1,300,000 in general obligation bonds for the Delta Blues Museum in Clarksdale, Mississippi.

Bond proceeds shall fund acquisition, storage, and relocation of artifacts; design, fabrication, and installation of permanent exhibits; and development of associated films and interactive components.

Creates a special "2019 Delta Blues Museum Fund" within the State Treasury to receive bond proceeds and disburse funds under direction of the Department of Finance and Administration.

Bonds may not be issued after July 1, 2023, and shall mature within 25 years from issuance, with interest rates subject to Mississippi Code Section 75-17-101.

Bonds are backed by the full faith and credit of the State of Mississippi, are exempt from state taxation, and any remaining funds after project completion shall be applied to debt service.
