Authorizes the City of Magnolia and City of McComb to enter into a cooperative agreement for up to 35 years to establish and maintain a sewage and wastewater collection, transportation, treatment, and disposal system.

Requires both cities to adopt a joint resolution setting forth the entire agreement in their governing authority minutes before the agreement becomes effective.

McComb must agree to accept and treat Magnolia's wastewater at a per-gallon metered rate, while Magnolia must maintain all sewer lines, lift stations, and infrastructure transporting wastewater to McComb's treatment facility.

Magnolia must assume responsibility for maintaining facilities in the Pike Metro Industrial Park that connect to McComb's regional wastewater facility after construction is completed.

Does not exempt the agreement from Public Service Commission jurisdiction over rates or certification requirements under Mississippi Code Title 77, Chapter 3.
