Amends Mississippi Code Section 3-3-16 to replace the current state flag design adopted in the 1894 Special Session with a new design.

New flag design features a central white panel flanked by vertical red bars, with a large blue five-pointed star in the center surrounded by 19 smaller blue stars arranged in a circle.

The 19 small stars represent the first 19 states admitted to the Union, while the large center star represents Mississippi as the 20th state to join the Union.

The circular arrangement of stars symbolizes wholeness, unity, and potential; red bars represent passionate differences among the people; and the white field symbolizes illumination, spirituality, brightness, and promise.

Effective date of July 1, 2019.
