Create a nine-member task force to address the disparity of African-American males in the judicial system, composed of three House members, three Senate members, and representatives from Education, Human Services, and Corrections departments.

Task force shall review incarceration data, education dropout rates, job skill development, drug rehabilitation methods, and training school programs for African-American males.

Develop a program to prepare African-American males for certification as elementary school teachers in Mississippi public schools and serve as role models to disadvantaged youth.

Submit findings and recommendations to the Legislature by December 1, 2019, including any proposed legislation.

Legislative members appointed within 30 days of enactment; task force to organize with a chairman and vice chairman, with meetings requiring 15 days' written notice and a majority quorum.
