Establishes the "Mississippi Comprehensive Teen Pregnancy Prevention Act" to address teen pregnancy and sexually transmitted infections through coordinated state programs.

Requires the Department of Human Services to develop programs promoting family communication about pregnancy prevention, educating communities about consequences of unprotected sexual activity, and providing medically accurate information about contraceptives and barrier methods.

Requires the State Department of Health to develop programs providing counseling, health services, and educational support to prevent unintended pregnancy and sexually transmitted infections among teens, with school nurses responsible for implementing these strategies.

Amends Section 41-79-5 to add school nurse responsibilities for carrying out pregnancy and STI prevention strategies, while prohibiting school nurses from providing abortion counseling or referrals and requiring parental consent for reproductive health education.

Takes effect July 1, 2019.
