• Mandates TANF recipients aged 13-20 participate in age and developmentally appropriate educational activities emphasizing abstinence as the only 100% effective protection against pregnancy and sexually transmitted infections.

• Applies the same information and participation requirements to Medicaid recipients aged 13-20, and requires identified fathers to participate in these programs once paternity is legally determined.

• Establishes detailed criteria for sex education courses including medically accurate information, discussion of contraception effectiveness rates, legal responsibilities for child support, prevention of sexual assault, and resources for abuse survivors.

• Directs unspent TANF funds from prior fiscal years to first be expended for nursing education courses and childcare expenses for nursing students as part of workforce training.

• Effective July 1, 2019.
