Creates the Mississippi Commission on Wage Review with seven members including representatives from the Department of Human Services, Mississippi Manufacturers Association, Mississippi Development Authority, Magnolia Bar Association, AARP Mississippi, a nonprofit job training organization, and the State Economist.

Commission must examine wages paid to Mississippi employees (public and private), establish measurable goals and benchmarks for state wages, and compare Mississippi wages to Southeastern regional wages every two years.

Commission shall submit biennial reports to the Mississippi Department of Employment Security and the Legislature with findings and recommendations regarding wage differentials between Mississippi and the Southeast.

First meeting required before August 1, 2019; commission elects chair and vice chair; majority constitutes quorum with majority vote required for adoption of rules and reports.

Brings forward and amends various sections of Mississippi Code relating to state and county employee salaries, judicial compensation, travel expenses, and wage regulations without substantive changes to existing provisions.
