Amends Mississippi Code Section 47-5-95 to add a new subsection (3) prohibiting conjugal visits with any offenders committed to the custody of the Department of Corrections.

Maintains existing provisions allowing members of executive, judicial, and legislative branches to visit correctional facilities with advance notice to the commissioner.

Preserves the commissioner's authority to establish rules and regulations for non-official visits by other persons.

Takes effect July 1, 2019.
