Requires the State Department of Education to establish the "A Better Chance" (ABC) Program to provide prekindergarten instruction statewide via the Internet, beginning with the 2019-2020 school year.

Mandates the ABC Program include daily age-appropriate instruction and activities delivered through downloadable educational materials based on state comprehensive early learning standards.

Requires daily real-time instruction by a licensed prekindergarten teacher scheduled at no less than three different times each school day, with recorded lessons available for replay at other times.

Directs the department to develop a method to track the number of children regularly participating in the ABC Program and assess their progress.

Requires the department to submit a report on the ABC Program's success to the House and Senate Education Committees before January 1, 2021.
