Authorizes sheriffs, deputies, and constables to use radar speed detection equipment on county public roads, streets, and highways outside municipal corporate limits.

Requires 50% of fines collected from radar enforcement to be deposited into a special highway and bridge fund appropriated by the Legislature for maintenance, reconstruction, and repair of existing highways and bridges.

Requires the remaining 50% of fines to be deposited into a special fund for the Office of State Aid Road Construction to use on state aid roads in the county where the fine originated.

Maintains the existing prohibition on radar use by other law enforcement agencies, except for municipalities with 2,000+ population on municipal streets, universities with 2,000+ students on campus, and municipalities with 15,000+ population on federally designated highways.

Takes effect July 1, 2019.
