Establishes a 13-member commission to select a new Mississippi state flag design that reflects both the state's history and population diversity.

Commission membership includes 5 members appointed by the Governor (one from each congressional district plus one at-large), the President Pro Tempore of the Senate, the Speaker Pro Tempore of the House, and 6 additional members appointed by the Lieutenant Governor and Speaker.

Public universities and public community or junior colleges may each submit one flag design to the commission by October 15, 2019 through their own selection processes.

Commission must select the design it judges best reflects Mississippi's history and diversity, filing its selection with the Secretary of the Senate and Clerk of the House by January 1, 2020.

Amends Section 3-3-16 to make the commission-selected design the official state flag effective January 1, 2020, replacing the previous 1894 flag design.
