Requires law enforcement agencies to notify the Mississippi Bureau of Investigation when a law enforcement officer is implicated in an officer-involved death, and mandates the Bureau investigate the circumstances of the death.

Requires the Mississippi Bureau of Investigation to provide investigation results to the Attorney General, who determines whether evidence should be presented to a grand jury.

Requires the Attorney General to appoint a district attorney from outside the county where the death occurred to serve as special prosecutor and present evidence to the grand jury if warranted.

Defines "officer-involved death" as a death resulting directly from an act or omission of a law enforcement officer while on duty and acting within the scope of authority, or while off duty but performing law enforcement duties.

Effective date is July 1, 2019.
