Authorizes removal for just cause of appointed school board members in municipal separate and special municipal separate school districts by the local governing authority.

Specifies grounds for removal including: failure to perform duties adversely affecting district operations, misfeasance or malfeasance, criminal convictions or probation that would result in teacher/administrator license suspension or revocation, and missing more than 50% of scheduled board meetings in a calendar year (excluding military duty absences).

Requires the appointing local governing authority to provide reasonable written notice to board members before removal and specifies the vacancy must be filled per Section 37-7-203.

Amends Section 37-6-13 to clarify that appointed board members missing more than 50% of regularly scheduled meetings with required public notice are subject to removal by the appointing authority.

Brings forward Section 37-3-2 regarding educator certification and licensure standards for possible amendments.
