Creates the Mississippi River Delta Promise Zone Act of 2019 to revitalize the Delta Region through job creation, increased investment, community development, and educational attainment.

Designates 19 counties as part of the Promise Zone: Adams, Bolivar, Carroll, Claiborne, Coahoma, Holmes, Humphreys, Issaquena, Jefferson, Leflore, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tunica, Warren, Washington, and Yazoo.

Establishes a Promise Zone board composed of representatives from colleges, universities, counties, municipalities, development organizations, banking, small business, and innovation entities to be administered by the Mississippi Delta Strategic Compact.

Creates the Mississippi Delta Development Fund in the State Treasury to receive and disburse funds to the Mississippi Delta Strategic Compact for Promise Zone purposes.

Diverts 10% of gaming revenue collected under Section 75-76-177(1)(c) to the Mississippi Delta Development Fund, effective July 1, 2019, with the diversion continuing through June 30, 2028 and beyond.
